Once the notocord has developed  - it becomes the organizing axis for all further development: cells know where they are in relationship to the notocord - whether above below , headward, tailward, and how many cels away they are. 

The ectoderm above the notocord folds inward until it pinches off to create a tunnel which separates and floats forward from the ectoderm. An important  process to close off this space that runs the whole length of the embryo is that the cells close and meet in the center, also zip up and down  from the middle until the neural tube is complete. It is now able to protect the nerves.

Then cells populate that tunnel , which become the spinal nerves.
